Technical Project Management Metrics Specialist

Understand large system and software development project activity and contribute to an appropriate level of project or program analysis to empower management with information for decisions
Recommend, define, implement and analyze data and metrics that are appropriate to a project in the hundreds of millions including significant levels of software development;
Establish initial metrics and other information baselines for both the procurement and implementation phases;
Work with other area specialists to ensure that data collection is accurate and as automated as possible for data fidelity;
Present metrics and analysis to management with recommendations for actions; and, Establish processes, procedures and checklists appropriate to decision analysis and resolution, causal analysis, and quantitative performance evaluation.
Support a major development office with technical development of data management and integration associated with obtaining and presenting performance metrics:
Building or correcting Access database applications.
Supporting Intranet portals in Open Systems.
Building highly complex Excel spreadsheets for analysis of data.
Training others in the use of tools to support project operations.
Implementing new tools in collaboration with data center personnel.
Assist the Project Office team in the performance of their project execution functions as needed throughout the project including:
Scope management
Risk management
Issue management
Quality management
Configuration management
Schedule management
Communication management
Integrated project management
Resource management
Contracts and financials management
Required:
7+ years of professional experience in business and/or information technology.
Resume must indicate performance on at least 2 projects for information technology implementation.
5+ years of experience performing in a hands-on analysis role for web-based application development or packaged software project start-up, delivery, implementation, and/or post-implementation support projects.
Resume must indicate at least two projects where metrics were designed and presented to indicate how team performance was being executed.
Resume must indicate at least two instances where technical tools were developed or implemented in Access, Excel using VB, or other desktop solutions.
Resume must indicate at least 4 years of experience assisting with at least 3 of the following project execution functions:

Participation on a project in tens of millions of dollars with custom software development.
2+ years of experience working within a formal Project Office, PMO, or equivalent environment.
